THE STATUTES OF THE PARTY OF THE SOCIAL AND DEMOCRATIC ACTION

GENERAL PROVISIONS

ART PARTY 1.1 Title: The title of the Party is "THE PARTY OF THE SOCIAL AND DEMOCRATIC ACTION"

ART 1.2 General principles

Anyone who adheres to the Party of the Social and Democratic Action accepts its political program, its statutes and any decisions taken by its governing bodies.
No one can at once accede to the party, while remaining a member of another political party, and no one can challenge within the party, the principle of strict limitation of elective office that the party aims to generalize in across the country, to promote democracy and alternation.

ART 1.3.1 ACCESSION

Membership in "the Party of the Social and democratic Action" is open to anyone aged 15 minimum, or not residing on national territory, with Cameroonian nationality and enjoying all his mental and intellectual faculties, without of sex, religion, or socio-cultural affiliation.
Provided to pay by any means possible annual membership fees amounting to 1000FCFA, and perform other required fees and dues:
Proof of acceptance of the provisions of section 1.2 above

ART 1.3.2 DISCUSSION IN TERMS OF THE PARTY

The freedom of discussion or debate within the party is full and any member should be enjoyed.
For this purpose, any subject can be taboo, although no trend held against the general interest of the party or its supporters can not be tolerated.

1.4 ESTABLISHMENT OF ART BODIES

ART 1.4 1 CELL:

It is the smallest of the party leadership structure. It is based or located in an urban area or group of cities, they are:
A neighbourhood, village or cluster of villages and even quoted a student.
The cell includes a minimum of 25 members or a maximum of 100 members.

ART UNDER SECTION 1.4.2:

It includes at least 5 cells and 10 cells at most, with an average of militants between 500 and 1000.
Its territory is basically that of a district.

ART SECTION 1.4.3:

It normally includes a set of 5 to 10 cells for a minimum of 2500 members and a maximum of 10,000 members. Its territory is basically that of a department.

ART 1.4.4 FEDERATION:

It is a grouping of 5 to 10 sections of a jurisdiction that would be that of a region with a minimum of 12,500 members, and up to 100,000 members.

ART 1.4.5 CENTRAL COMMITTEE:

This is the highest organ of all instances of the party. It has the conduct and implementation of all resolutions in Congress, and General Assembly of Federations.
The Central Committee also provides all other tasks necessary for the operation and reputation of the party.

ART 1.5 COMPOSITION OF OFFICE OF MANAGEMENT BODIES

Each office of the cell to the central committee is composed of seven members, namely:
- First Secretary
- A second secretary (deputy)
- A secretary general
- Deputy Secretary-General (responsible for the organization and animation)
- Treasurer
- An auditor
- An advisor (for the discipline)

ART 1.5.1 THE FIRST SECRETARY NATIONAL PARTY:

It is the main leader and representative of the party central committee and the national and international politics.
Counterparts in decentralized structures of the party are his worthy representatives.
The first secretary of the Party of the Social and Democratic Action provides leadership and representation of the party daily; it coordinates all its activities, makes important decisions and reports to the Central Committee.
It was also the one who appoints the various officials to non-elective.
Each of its counterparts did the same in structure which elected, provided accountability through official channels to the Central Committee must give its final opinion.

ART 1.5.2 THE SECOND NATIONAL SECRETARY:

He is the main collaborator to the first national secretary action:
they both are also elected at the same list that also includes other officers of the party authority concerned.
The Second Secretary accomplished all the tasks entrusted to him by the First Secretary, and may the interim of the latter to the position in case of vacancy or problem, after the approval of the Central Committee.

ART 1.5.3 THE SECRETARY GENERAL:

He manages the administrative structure of the party to which he belongs
The general secretary of the Central Committee, in collaboration with its counterparts in decentralized structures, handles issues related to membership, training activists, and political propaganda of the party. It reports the first national secretary that gives guidelines for action.

ART 1.5.4 THE DEPUTY SECRETARY-GENERAL:

The Deputy Secretary General is responsible for the organization and animation of the party within the structure that he was elected. To this end, it may propose to the First Secretary to appoint a number of members who can help in performing its task.

ART1.5.5 THE TREASURER:

The treasurer is responsible to receive and make available to the party, all financial and material contributions of members and supporters, including their fees.
Each treasurer of any structure is the representative of the treasurer of the central committee to which he reports through official channels.

ART1.5.6 THE AUDITOR:

The auditor is responsible for ensuring the regularity of the accounts of the party in the proceeding that has elected to no wrongdoing can not be increased nor tolerated. It is a monthly update of the financial position of the party under the authority of its first secretary, who is obliged to inform the office and all the members in the constituency.

ART 1.5.7 THE EXPERT ADVISER AND CHARGED TO DISCIPLINE:

He guides and advises the chief secretary to the success of his action, depending on the political agenda and strategies to achieve goals. He receives and reviews all requests related to conflicts and the maintenance of discipline within the party authority to which it belongs.
In his capacity as the expert under the authority of the First Secretary, he can perform all other tasks entrusted to him.

ART 1.6 PROCESS DESCRIPTION OF OFFICERS IN THE BODIES OF THE PARTY

The election is the first method of appointing members to various bodies of the party.
To foster consensus and in the interests of the movement, the party list system adopted by an absolute majority in two rounds of votes, where more than two competing lists.
Any member may vote without distinction, but only those with a length at least equal to two months, are to apply during an election organized by the Party.
Any time the Central Committee may exceptionally allow some new members to be candidates in exceptional circumstances justified.

ART 1.7 Dispute resolution:

These are disputes arising from the election of membership, exclusion, and even the functioning of the party.
These disputes are submitted in the first instance to the attention of counsel for the first secretary of the party organ immediately above:
For example, disputes within a cell are presented in the first instance to advise the First Secretary of the section in which the cell is attached, so on to the Central Committee.
In the second spring, the council or even national (comprising all the advisers of the section or federations) which is pronounced.
NB: The Central Committee is the body that knows all of these disputes as a last resort, and its decision is final.

1.8 ART CONNECTION WITH OTHER ORGANIZATIONS

The Party the Social and Democratic Action is open to cooperation with movements such as: (International Socialist) and others political organizations of socialist persuasion, democratic and progressive national and international, which put the citizen interest of their concerns.
That, subject to respecting its independence and its political ideology whose priority is dedicated to the promotion of "better to be the Cameroonian people," and by extension, its development through the absorption of socio-economic problems faced by the majority of the young people.

ART 1.9 The right to training

any member of the party entitled to training:
The ideology of the party,
the practice of democracy,
Consolidating peace and national unity,
the means to fight against poverty for the development and economic growth.

ART 2 Party’s organs

ART 2.1 THE CELL

this is the basic structure of the party. It consists of a minimum of 25 member’s gives art 1.4.1. It is attached to a section in the same geographical area or administrative headquarters may be located in a city of students, neighbourhood, village or a group of villages.
Real laboratory of activism is the place of training prescribed in art 1.9 above. The cell is represented at the national convention of the party by its first secretary.

ART 2.2 THE SUB- SECTION

It comprises 5 to 10 cells for up to 500 members, provides art 1.4.2.C is the body that coordinates the activity of cells that are attached, ensures the implementation of decisions of the Central Committee and reports the section.

ART 2.3 THE SECTION

It includes sections 5-10 in the same geographical or administrative area.

His office is elected under the same conditions as that of the sub section.
While the office of the section is represented at conferences and national conventions.

ART 2.4 THE FEDERATION

It is the largest decentralized structure of the party. It includes among its members at least five sections for a number of militants not to exceed 100,000. It coordinates all activities of the party in its area or region through the organization's annual convention in what may be involved the first national secretary and central committee members.
All seven board members of a federation are ex officio member of the party's central committee for the duration of their term.

ART 2.5 THE CENTRAL COMMITTEE

(A) is the instance of administrative management and coordination of all activities of the party.
It is headed by a board of seven members, all elected by a consensus list for a term of 05 years renewable only once, as the mandate of the officers of the decentralized bodies. But its decisions are made based on the vote of its resolutions by simple majority of all its members.
The sacrosanct principle of term limits in the party made sure that no elected (MP, senator, city councillor and others, can not run more than two terms in the same constituency, to fill the same position at Unless we change the electoral district or agency.
For the Party of Social and democratic, is a mass party for pupils, students, workers in the informal economy and the rest of the Cameroonian population that adheres to its program. It is therefore the renewal of its officers and / or representatives to ensure its dynamic and continuous innovation for the happiness of the people of Cameroon.

(B) MPs, regional councillors and municipal offices are members of the Central Committee which met in extended sessions to hear an item on the agenda during a party convention convened by the Prime National Secretary.
(C) The first national secretary is the head of the party and the main coordinator of activities. He is assisted in his task by his second secretary that he himself chose when setting up the list of officers of the party authority to which they belong.
There can be no rivalry between the two leaders, because one is under the command and authority of the other.
In case of conflict, for insubordination, "the committee of advisors of the party" also called the National Council, may be seized by the first secretary of the department concerned, it is then up to remind the person to order or even make his removal by a simple majority vote of the motion of impeachment drafted by the first national secretary.
The vote on his replacement immediately place under the same conditions in that department.

But its further action in case of dispute internally or exceeded the end of his second elective office in the party depends on the vote of confidence initiated by ¾ advisors committee of advisors (advisors for all section offices, federations and the central committee). ART 2.6 THE CONGRESS

(A) is the highest decision making body of the party where all the major party decisions are taken. It can be regular (every 05 years) or special meeting convened by the first national secretary, or two thirds of the members of the Central Committee.
(B) The ordinary congress alone proceeded to the election of officers of the Central Committee, discussion of the general policy of the party, and all the items on the agenda by the Central Committee.
(C) The extraordinary congress He has only one major issue included on the agenda, and can only take interim measures to safeguard the interests of the party and people of Cameroon.
The Congress creates and appoints members of various committees of the party, respecting the principle of parity between men and women following the guideline of the party.

ART 2.7 THE ORGANIZATIONS RELATED TO PARTY

ART 2.7.1 THE WOMEN'S MOVEMENT PARTY FOR THE SOCIAL AND DEMOCRACY

Its mission is to attract the female officer with the policy and prepare to assume its responsibilities within the party leadership.
Every woman party member is automatically enrolled in this movement which, far from confining women to a secondary role, is a springboard for future party members and cadres of the central structures of the party that ultimately are expected to complete equality in level of gender representation.
For the parity policy requires the office of cells, in sections, chapters, federations and even the Central Committee from at least one woman in their midst.
All presidents of the federations of women's movement of the "party of Social and democratic", are ex officio members of the Central Committee.
Each federation said movement is linked to a federal party in his constituency.

ART 2.7.2 THE MOVEMENT OF THE YOUTH OF THE PARTY OF THE SOCIAL AND DEMOCRATIC ACTION

It includes all young social democrats aged 15 to 25 years.
Like the women's movement, it works with the same structures as the Party of Democratic Action and Social
But only the young people of voting age can be both a member of a party structure and member of the youth movement.
The purpose of this movement is to engage youth in politics, education in civic life, love of country, while rallying to the social project of SAP D.
All first secretaries of the federation movement, and the seven members of the national movement are ex officio member of the Central Committee of the Party

2.8 ART PRESS RELATIONSHIP

All the national and international press is welcome in the party.
Freedom of expression is the rule in the PASD, and no subject is taboo.
Thus, any party activist asked by the press, may give his opinion freely without being worried.
Any time, for reasons of party discipline, the issues decided by the party leadership should be more comments in the press, to avoid controversies affecting the smooth running of the party

ART AND REVISION OF THE STATUTES 02.09 DISSOLUTION

The amendment of these statutes is the exclusive competence of the ordinary congress.
But prior to this, all provisions misunderstood or unambiguous, are eligible for arbitration of the Central Committee which may adopt an interim measure an absolute majority of its members, pending the final decision to be taken at the Ordinary Congress
Also, only the ordinary congress may dissolve said movement by an absolute majority of voting members.
Similarly, if the majority of party members support an amendment to the articles for re-election beyond two terms one member to the same or, if he himself intends to stay there by any means, without Party members do not disdain immediately report such behaviour, it is clear that to comply with these statutes that specifically address the renewal of political personnel through the alternation of the term limits that:
The cell concerned, sub-section, section, federation or even the entire party must be dissolved.

ART 3 TRANSITIONAL

All the structures provided by these statutes will be put in place gradually until the holding of the first ordinary congress elected the Party.
for this purpose, the First Secretary of the National Action Party and Social Democratic (PASD) Comrade Jean Magloire NLATE unanimously appointed to ensure the Party leadership to hold that Congress is responsible to supply this lack to give its national and international action, a dynamic impetus to the smooth running of the party and its erection in the first rank of political strength of social democratic and progressive forces in Cameroon.
